This 2023 Global Progress Report on Implementation of the Protocol to Eliminate Illicit Trade in Tobacco Products is the second in the series of reports prepared since the entry into force of the Protocol to Eliminate Illicit Trade in Tobacco Products in 2018. The Global Progress Report is primarily based on the information submitted by the Parties to the Protocol in the 2023 reporting cycle and is published to facilitate discussions at the Third Session of the Meeting of the Parties (MOP3), the governing body of the Protocol.
