Although low- and middle-income countries have made progress in implementing WHO's NCD intervention packages in primary health care, less than half of the recommended ‘best buys’ for NCD prevention and control have been effectively implemented. Implementation research is a powerful tool for bridging the evidence-to-policy gap and building stronger health systems.
