Background

The WHO/World Bank Second global dialogue on sustainable financing for NCDs and mental health is a response to specific recommendations of the first High-level meeting of the United Nations General Assembly on the prevention and control of NCDs High-level meetings held in 2011, and further reaffirmed in subsequent High-level meetings of the United Nations on NCDs held in 2014 and 2018, which included, to “explore the provision of adequate, predictable and sustained resources, through domestic, bilateral, regional and multilateral channels, including traditional and voluntary innovative financing mechanisms”, and to “take measures to develop and implement national policies and plans, with financial and human resources allocated particularly to addressing NCDs”.

The WHO/WB Second financing dialogue is one of the high-level meetings WHO is co-organized to support preparatory process leading up to the Fourth High-level Meeting of the United Nations General Assembly on the Prevention and Control of NCDs and mental health in 2025. 

The WHO/WB Second financing dialogue is co-organized by WHO and the World Bank and in collaboration with other key partners.

Goal and outcome document

The WHO/WB Second financing dialogue will build on the recommendations of the first Global Dialogue on Partnerships for Sustainable Financing of NCD Prevention and Control that took place in Copenhagen, Denmark, in 2018. The dialogue will explore approaches to include NCDs and mental health responses within national health and financing plans. 

The goal of the WHO/WB Second financing dialogue is to define actionable national strategies and create policy recommendations that enable and enhance the integration of NCDs and mental health in national health financing systems, supported by multisectoral and multistakeholder approaches. 

The outcome document of the WHO/WB Second financing dialogue will aim to guide countries towards realizing SDG target 3.4 by 2030. In addition to actionable national strategies and policy recommendations, the outcome document will set out how all relevant stakeholders can effectively align themselves to actionable national strategies and implement the policy recommendations. A draft of the outcome document will be prepared and subject to a pre-meeting online consultation with Member States, non-State actors, the UN system, WHO and the World Bank.

Modalities

The WHO/WB Second financing dialogue will bring together up to 120 participants and include representatives from selected Member States across different sectors (health, finance, development, environment, private, etc.), WHO, UN agencies, the World Bank Group and other multilateral organizations, relevant non-State actors, including civil society and people living with NCDs and mental health conditions.

The WHO/WB Second financing dialogue will use a hybrid format, including a live stream broadcast to reach more interested stakeholders and partners. The meeting link will be published on this webpage close to the event date.  

The WHO/WB Second financing dialogue will consist of a set of plenary sessions to introduce a set of technical background papers, followed by an interactive roundtable. Technical background papers will be prepared based on a series of thematic priorities and shared with participants before the WHO/WB Second financing dialogue.

Consultation process

WHO and the World Bank will prepare the technical background papers and the outcome document with support from an External Technical Expert Group (ETEG) and the commissioners of The Lancet Commission on Investing in Health (CIH). The ETEG will be established and represented by accredited academic and research institutions.   

In addition, WHO and the World Bank will organize a multistakeholder briefing, on 15 March 2024, to share with partners an overview of the preparation for the WHO/WB Second financing dialogue, as well as outline the technical background papers and the draft outcome document, in preparation of an open web-based consultation on the documents. The multistakeholder briefing will comprise relevant non-State actors; United Nations funds, programmes and organizations; and financing institutions.The link to the multistakeholder briefing will be made available close to the event date.

The multistakeholder briefing will be followed by web-based multistakeholder consultations organized from 22 April to 20 May 2024 to enable all interested parties to contribute their views.
